The Department of Community Development is responsible for construction permits, inspections, and for enforcing city ordinances and codes in relation to building construction, planning, zoning, signage, parking, design standards, and property maintenance.  The department also supervises floodplain management activities and serves as staff for the Cleveland Planning Commission and Cleveland Heritage Commission.

Construction Permits:  Almost any work done requires a permit from the Department of Community Development prior to beginning the work.  The only exceptions to this requirement are for reshingling a roof, painting, or changing kitchen cabinets.  The department issues permits for: building, electrical, plumbing, gas, mechanical, floodplain, site development, moving, signs, demolition, and water or sewer connections.  A copy of each permit application is listed below, and may be printed out prior to your visit to our office to expidite your permitting process.

Contractor Licensing:  All locally licensed contractors are reminded to obtain necessary permits before starting work and that the deadline to renew local contractor licenses has been extended to January 10, 2012.  The form for applying for a local contractors license may be downloaded here: Contractor License Application
 

Rental Unit Registration:  All owners of residential rental property are reminded that it is mandatory to register each rental unit annually before July 1^st and to schedule the necessary occupancy inspections on those units to avoid penalties and violations.  The form for registering rental property may be downloaded here: Rental Regisration Form

Grease Control Program:  All Food Service Facilities are required to obtain a Food Service Facility Grease Control Permit in order to operate within the City of Cleveland.  The Grease Control Ordinance contains vital information about the permit process and regulations controlling food service facilities.  The Grease Control Permit Application is required for each food service facility.  Both of these forms may be dowloaded here:
